MEXICO CITY (AP) ? The G-20 nations are conditioning additional money for the International Monetary Fund on the European Union first increasing its financial stabilization funds to ease concerns about the euro zone debt crisis, officials said Sunday.
Officials participating in a meeting of G-20 nations' finance ministers and central bank heads said an EU decision to add to the estimated euro500 billion ($675 billion) in firewall funds already committed to the effort would be essential before the rest of world considers contributing to the stabilization measures.
"Euro-area countries will reassess the strength of their support facilities in March. This will provide an essential input in our ongoing consideration to mobilize resources to the IMF," the meeting's closing joint statement said.
Christine Lagarde, head of the IMF, said the expectation that the EU's firewall fund will be increased was widespread among G-20 officials.
"They all expect that the euro area will strengthen, consolidate, reinforce its firewall to make sure that it is both adequate and credible before they look at increasing the firepower of the fund (IMF)."
U.S. Treasury Secretary Timothy Geithner joined in the calls for the EU to do more.
"There is broad agreement that the IMF cannot substitute for the absence of a stronger European firewall and that the IMF cannot move forward without more clarity on Europe's own plans," he said, while noting the U.S. would not be making any increased contribution.
The weekend talks mainly focused on stability for the euro zone, where debt and economic problems, like the specter of a default by Greece, have threatened to destabilize global financial markets.
Though no specific amount in firewall funds was discussed, Geithner said the funds "have to be large ... my sense is that they (Europeans) understand that." Other officials said the added funds must be enough to calm market concerns and should be available to countries before they fully carry out promised fiscal reforms.
A senior G-20 official who spoke on condition she not be quoted by name said the consensus that the EU must act is broad, and include big potential lender countries like China and Japan. They feel the IMF can play a back-up role, but the EU's own fund must be the first line of defense, the official said.
It appears Germany's reluctance to further fund EU stabilization funds may be the sticking point, largely because the issue is a sensitive one in German domestic politics. Germany is the EU's strongest economy and would probably be the biggest contributor, and the German parliament must still approve the current round of support efforts for debt-plagued Greece.
Geithner noted that "the G-20 is committed to making sure that the IMF has the resources it needs to help its members deal with the risks from Europe."
German officials did not speak to the media following the conference but appear reluctant to increase stabilization funds.
In a column in the Mexican newspaper El Universal on the eve of the meeting, German Finance Minister Wolfgang Schauble wrote that "should we increase even more the firewalls? The response is a resounding no." Schauble also rejected sharing other euro-zone country debts or expanding the euro money supply to meet countries' budget gaps.
"This would not only not solve the problems of debt and competitiveness that brought the affected countries to their current state of affairs, it would also discourage their governments from carrying out consolidation and reform," he wrote.
But Olli Rehn, the European Commission vice president for economic and monetary affairs, said he expected euro-leaders to sign on. "I trust (they will) decide to reinforce this combined lending facility in order to better contain market turbulence.
Rehn argued that it is "better to take a preventive approach."
"Prevention is always better than correction, and indeed as we have a large enough financial firewall, we are much more convincingly able to contain the market turbulence that may still return even if we have experienced a certain period of stabilization recently," Rehn said.
Discussing other economic matters, Geithner called the appreciation of China's currency, the renminbi, "welcome progress." China's currency has risen about 12 percent in real terms against the U.S. dollar over the last 18 months. But Geithner said the U.S. thinks it is in China's own interest "and in the interest of the global economy for their exchange rate to continue to appreciate."
He also said he had "a series of encouraging conversations with countries planning to significantly reduce imports from Iran," to reinforce sanctions aimed at discouraging Iran's nuclear program.
"We are seeing very effective cooperation from our partners on the financial front to help ensure that their banks cease transactions with the Central Bank of Iran and that Iranian banks find it harder than ever to facilitate Iran's illicit nuclear activities or to help Iran evade sanctions," he said at a new conference.
Turning to the U.S. economy, Geithner said, "this is an important year for financial reform in the United States, where we expect to have the major foundations of our reform in place by the end of 2012."
While noting that the U.S. has made progress in some sectors on economic recovery, "even with this progress, however, the damage inflicted by the crisis will still take some time to repair. Unemployment, while falling, is still very high. And the housing market remains weak."
Lagarde, the IMF head, said some of the G-20 countries voiced complaints over draft U.S. financial regulations that would prohibit banks from trading for their own profit.
Lagarde also noted "the global economy is not out of the danger zone," adding that the recent run-up in oil prices represented a risk to recovery.
"We are obviously concerned about it," she said. "It has downside effects and risks for developed economies ... it has major consequences for developing countries."

Equity market segmentation occurs when stocks of similar risk in different countries are priced differently. The study, by Columbia Business School Professor Geert Bekaert, Chazen Senior Scholar at The Jerome A. Chazen Institute of International Business at Columbia Business School and the Leon G. Cooperman Professor of Finance and Economics, uncovers the factors that cause variation in market segmentation, both through time and across countries. Although barriers to capital flows often lead to equity market segmentation, a country's political risk profile and its stock market development are two particularly important local factors behind a lack of integration, Bekaert and his coauthors found. In addition, the U.S. corporate credit spread is an important factor on a global level. The study is coauthored by Campbell R. Harvey, J. Paul Sticht Professor in International Business, Fuqua School of Business, Duke University; Christian T. Lundblad, Edward M. The removal of capital controls in developed countries in the 1980s and in emerging markets in the 1980s and early 1990s has led to a new era of global financial openness and trade. These changes should have had a profound effect on the valuations of stocks across the world, and therefore impact critical economic issues such as the cost of capital. However, although many countries have experienced decreased segmentation, significant levels of segmentation remain in emerging markets, the authors found.
In the study, the authors describe their new way of measuring the degree of effective or de facto equity market segmentation. Unlike most existing measures, the authors' framework is not tied to a specific asset pricing model. Instead, this country-level measure is based on industry earnings yield differentials, aggregated across all industries in a given country. With this new measure, it is easier to understand why one country is more segmented than another, and why this degree of segmentation changes over time.
Using this new measure, the authors test the degree that local and global factors account for valuation, after controlling for a country's global growth opportunities in its mix of industries. A main driver of segmentation is de jure access: some markets are simply closed by law to foreign investment. Yet even when a country is formally open, foreign investors may shun markets with weak corporate governance. The authors found that while equity market openness is the single most important economic variable in segmentation, stock market development is almost as important. Exploring segmentation at the industry level, the authors found that historically heavily regulated industries such as banking and insurance were among the least integrated early in their sample timeframe, but are now among the most integrated.
The authors used data from the United States, an effectively integrated economy, as a benchmark, and applied their new measure to 69 countries using monthly equity industry portfolio data from Datastream and firm-level data from the Standard & Poor's Emerging Markets Database across a time period of more than 20 years. The study documents the extent to which market segmentation has decreased over time, and shows that while developed countries have been effectively integrated since 1993, emerging markets continue to demonstrate levels of segmentation above the U.S. benchmark. As discount rates and growth opportunities become global in nature, this new measure of the absolute difference between local and global valuation ratios will shrink, the authors conclude.

We learned of Roughley Manor at the TwentyninePalmsVisitorCenter where a young Marine wife spoke of it enthusiastically.? As Roughley Manor is close to Joshua Tree?s OasisVisitorCenter, we decided to visit there first.? Down a macadam road we drove, nothing but scrub brush and sand alongside.? We are at the edge of the Mojave Desert. We turned right onto a packed sand road, and followed that for a bit until a left hand turn led us down to an unbelievable sight.? In front of us, so out of place at this cusp of desert, behind a stone and wrought iron fence and a stand of enormous and stately Washingtonia Palms stood a stately stone mansion in a setting stolen from a romance movie.? Here was oasis personified, and it was too inviting for us not to go in to take a closer look at this desert wonder.
I rather shyly (as we were not guests) took some photos from the outside of the building and marveled at the setting, but Beth, as is her manner, strode right in and struck up a friendship with former Marine and innkeeper Gary Peters who not only gave us (by then Rob had joined us inside) the history of this place but also took us on a tour.

SHANGHAI (AP) ? Apple defended its right to use the iPad trademark in China in a heated court hearing Wednesday that pitted the electronics giant against a struggling company that denies it sold the mainland China rights to the tablet's name.
Shenzhen Proview Technology's lawyer Xie Xianghui argued that the sale of the iPad trademark to Apple Inc. by Proview's Taiwan affiliate in 2009 was invalid.
"Apple has no right to sell iPads under that name," Xie said. Apple countered that Proview violated the sales contract by failing to transfer the trademark rights in mainland China.
It also contends that the Chinese LCD maker has not marketed or sold its own "IPAD," or Internet Personal Access Device for years, thus possibly invalidating its claim to the trademark.
The hearing adjourned after a fractious four-hour session which saw the judge repeatedly admonishing both sides to observe proper court protocol as they argued across the courtroom. No date was announced for a judgment or further hearings.
Proview is suing to stop Apple selling the iPad in China under that name. It has also asked commercial authorities in many cities to stop sales of the device. So far, iPads have been pulled from shelves in some Chinese cities but there has been no sign of action at the national level.
Ma Dongxiao, another Proview lawyer, said after the hearing that the company plans to file lawsuits against Apple in more cities.
As evidence in court, Proview presented a flat, thin computer packed in a cardboard box that it said is its "IPAD."
The company's lawyers argued the success of the iPad had prevented Proview's product from succeeding in China. Apple's side noted that the iPad only began selling in 2010, long after Proview launched its product in 2000.
Apple's attorneys said that stopping iPad sales in China would cause the company huge losses. The tablet's popularity has benefited China through tax revenues and jobs created in its manufacturing, they said.
"They have no market, no sales, no customers. They have nothing," Apple lawyer Qu Miao said of Proview. "The iPad is so popular that it is in short supply. We have to consider the public good."
That, Xie said, is irrelevant.
"Whether people will go hungry because you can't sell iPads in China is not the issue," he said. "The court must rule according to the law. Do you absolutely have to sell the product? Can't you sell it using a different name?"
The trademark case is highlighting mixed attitudes toward Apple in China. Chinese are just as crazy about iPads and iPhones as consumers anywhere else and the devices are manufactured in China, employing hundreds of thousands of people.
But public awareness has been growing of criticism over the labor and environmental practices of huge factories that assemble the devices. Taiwan's Foxconn Technology Group, which makes iPads in China, has been under intense scrutiny after a spate of worker suicides. It recently raised wages by up to 25 percent in the second major salary hike in less than two years.
Apple has appealed an earlier ruling in favor of Proview in a court in Shenzhen, a city in southern China's Guangdong province. The Guangdong High Court is due to hear that case on Feb. 29.
Xie on Tuesday said that since no final decisions have been reached in various legal disputes over the issue, both sides were "still able to sit together and reach an out-of-court settlement." Apple has shown no indication of willingness to settle.
The current trademark battle is unlikely to have much effect on sales of the iPad 2 but could affect future iterations of the device, said Xu Jia, chief editor of the Chinese magazine PC Home.
"It could affect a future iPad 3," Xu said. "If the official products are banned from being sold in China, we will see how the products in the black market start to have very good sales."
Apple, based in Cupertino, California, insists it holds the trademark rights to the iPad in China, having purchased them from Proview for 35,000 British pounds ($55,000) through a company set up for that purpose.
A court in Hong Kong, which has a separate legal system from mainland China, ruled in July that Proview had acted with the intention of "injuring Apple." Proview's lawyers argued Wednesday that any rulings in Hong Kong were not admissible in Chinese courts.

Fillmore Jive, from New Castle, Pennsylvania, apparently changed their name to The Modulated Tones, but the demo that I am currently listening to is Fillmore Jive?s ?Rock Bottom.?
Most bands that I come across show direct reference to their self-proclaimed influences. This band, I can appreciate for not sounding like a replica of any single one of their idols. Though, perhaps lacking in the raw luster that their influences have provided over time (the Velvet Underground, The Jesus and Mary Chain, or My Bloody Valentine), Fillmore Jive brings progression, garage rock distortion, and spacey fuzz to the table.
?4-2-2? begins with a ?chip on the shoulder? kind of mission, ending with an explosion of guitar, lyrical outburst, and warning. ?Pish Posh? has a nice groove to it. The lead singer has boyish vocals with a cool cat attitude (similar to that of 90?s band Pavement), yet the attitude might not be pushed enough.
I wish that the lyrics were a little more thoughtfully put together as a whole, specifically in reference to track 3, ?Dig.? The energy of the vocals work nicely toward the end of the song when the progression of the music command it. Though, initially, there is a struggle to empathize with the message of the lyrics in order to truly appreciate the song. Track 4, ?Rotten Apple,? does not seem rotten enough. Track 5, ?Epic,? is not quite ?epic? enough, but epically blasts into an aneurism or brain seizure that sympathetically fades into a mourning nostalgia. PHOENIX (AP) ? Manny Ramirez found a taker in Oakland ? at a bargain price.
The suspended slugger agreed on a minor league contract Monday with the Athletics that is worth approximately $500,000 if he's added to the big league roster.
The A's announced the deal and said Ramirez is expected to report to spring training by the end of the week, in time for Oakland's first full-squad workout Saturday. He is a non-roster invitee.
The 12-time All-Star is due to serve a 50-game suspension for his second positive drug test before he can play for the A's. Barring rainouts, his first game could be May 30 ? on his 40th birthday. But that didn't deter general manager Billy Beane and the Athletics.
"I am very pleased Billy was able to add Manny to our team," owner Lew Wolff said in an email. "I look forward to welcoming him and the entire team that Billy and his people have assembled for the coming season."
ESPN first reported earlier in the day that the sides had reached an agreement, speaking directly to Ramirez.
The A's made public their interest in the enigmatic outfielder, who had been working out in Florida this winter. Starving for offense, Oakland finished third in the AL West last season at 74-88 and ranked 12th out of 14 American League teams in runs.
For the small-budget A's, Ramirez presents little financial risk. They don't have to pay him during his suspension and will give him per diem money during the club's spring training stint in Phoenix, which is shorter than usual because of two season-opening games in Japan next month.
Oakland sent representatives to Florida this winter to watch workouts by Ramirez, who retired from the Tampa Bay Rays last season rather than serve a 100-game suspension. For Ramirez, this could become a chance to help mend his reputation ? at least a little bit ? and serve as a positive clubhouse influence on a young team.
The A's recently agreed to terms on a $36 million, four-year contract with highly regarded outfielder Yoenis Cespedes, a Cuban defector who has expressed interest in playing with Ramirez.

I'm not real sure why it is such a shock that I care very much about Autism and bringing about awareness...? Just because I'm not a parent, or have a family member with Autism, does not mean I don't get it. Working fulltime with Autism provided me 8-9 hours a day of interactions, and many parents don't even get that much time with their children because they get home from work late and their child goes to bed three hours later. I have seen the ups and downs, and I have seen families torn apart by financial burdens and not knowing where to turn. Parents these days, ESPECIALLY parents coping with Autism, don't have a ton of free time- so why not do the advocating for them? You would be shocked how many people look at me as if I have six heads when I say I advocate for Autism. I often hear "oh, the slow kids?', or "do they do crazy Math?!" Ohhh society. It's interesting and frightening how many people will give you every detail of Kim Kardashian's pending divorce (no offense Kim, people love you, keep rockin it!), but they don't have a clue how prevalent Autism is, or what exactly it is. Why am I not seeing popular TV shows air episodes where Autism is given a spotlight? I personally am tired of seeing a few TV specials air shows about how amazing high functioning Autism is. Why not show the low functioning AND high functioning? Show the nonverbal kids, the tantrums, the biting/hitting/kicking, and the stereotypical behavior. I just do not think our country will "get it" till they see how severe it can be. Show the parents who sleep three hours a night and are working two or three jobs just to afford medical care, show the siblings who are having a hard time coping. THAT is the kind of stuff the world needs to see, not reality shows about partying.

My Dad goes to chemo twice a month, and it is incredible to see his spirits are still high.
