Discovr, the company behind what's still one of my all-time favorite mobile app discovery tools, Discovr Apps, is out today with a new application for finding people. Not surprisingly, it's called Discovr People. The startup, which also has apps in the Music and Movies verticals, is not trying to compete with the trendy "ambient location"/people-stalking apps hitting the scene as of late (like Higlight, Sonar, Glancee, Banjo, etc.), but instead is providing more of a Twitter-based people finder, not unlike the Berlin-based Flockofbirds app.

House panel approves contentious GOP budget plan

WASHINGTON (AP) ? It's on to the House floor for a deficit-slashing GOP budget plan.

That's the next step after the House Budget Committee approved the bold but contentious blueprint by a near party-line vote late Wednesday.

Republican leaders may have a tougher time corralling the votes to pass the measure through the full House, where some tea party conservatives think it doesn't go far enough, even though it calls for cutting $5.3 trillion from President Barack Obama's budget over the coming decade, including sweeping cuts to federal health care programs and social programs aimed at the poor.

The GOP plan is nonbinding but calls for repealing Obama's health care law, while transforming Medicare into a system in which the government subsidizes purchases of health insurance on the private market instead of directly paying medical bills.

The Medicare proposal won't be the subject of follow-up legislation under the arcane budget process on Capitol Hill. Nor do Republicans plan to pass a detailed proposal to overhaul the nation's complicated, loophole-ridden tax code this year.

But other elements of the measure are likely to advance this spring ? at least in the GOP-dominated House ? as parts of a 10-year, $261 billion package of cuts to replace deep, across-the-board spending cuts set to hit the Pentagon and domestic agencies in January. Those cuts were required under last year's budget pact because of the failure of the deficit "supercommittee" last fall.

This spring's substitute cuts are likely to target, among other programs, food stamps, federal employee pensions, farm subsidies and a proposal to require higher-income Medicare beneficiaries to pay higher premiums. Some of those ideas have been marched through the House before, only to die in the Democratic-controlled Senate. But the agriculture and food stamp cuts haven't ? and may prove troublesome.

The Senate has no plans for a companion measure.

The budget measure also would force new austerity on an upcoming round of spending bills for domestic agencies without regard to spending limits carefully negotiated with Obama and Senate Democrats last summer.

The GOP plan, drafted by Budget Committee Chairman Paul Ryan, R-Wis., would use sharp cuts to domestic programs to shrink U.S. deficits to $3.1 trillion over the coming decade, less than half the size of those proposed by Obama last month.

But it does so in ways that would be unprecedented ? and unrealistic ? by relying on assumptions like cutting transportation outlays from $93 billion this year to just $50 billion in the 2013 budget year starting in October. Its cuts to the Medicaid health care program for the poor and disabled would total more than $800 billion over the coming decade, which Democrats warned would mean that many frail, elderly people would lose nursing home care.

The main budget document, called a budget resolution, sets the parameters for follow-up legislation on spending and taxes. Even though its broader goals usually are not put into place, it is viewed as a statement of party principles.

Ryan's plan is more of a campaign manifesto than a governing document. It is a dead letter in the Senate and is not even a starting point for a dialogue with Obama. For one thing, it breaks faith with last summer's hard-fought budget pact, seeking to impose new 5 percent cuts on domestic agencies whose operating budgets will be written by the appropriations committees later this year.

"It would be difficult to overstate the radicalism of the domestic cuts proposed by the House budget," acting White House budget director Jeff Zients said. "Over a decade, the resolution would cut over $1 trillion in non-defense spending on top of the reductions the president has already signed into law."

The measure is, however, more generous to the Pentagon, calling for restoring more than half of the nearly $500 billion cut from defense accounts over the coming decade by last year's budget pact. But it fails to address a $300 billion-plus hole in Medicare's budget under an archaic formula for physician reimbursements.

AP Interview: Prince Ali wants Asian clout in FIFA

KUALA LUMPUR, Malaysia (AP) ? Prince Ali bin Al Hussein is hoping to bring more positive change to FIFA and help boost Asia's influence in world soccer after spearheading a campaign against a ban on Islamic women wearing hijabs during matches.

The FIFA vice president said in an interview with The Associated Press on Wednesday that he hopes to contribute ideas on anti-corruption reform, which is expected to be discussed next week in Zurich.

"I'm optimistic that there will be positive change," Prince Ali said. "Obviously, we realize that things have to evolve, and I have full faith that we will evolve in a realistic way for the benefit of the sport."

The 36-year-old Jordanian prince is the youngest member of FIFA's 24-member executive committee. The committee likely will receive a report from a panel of experts next week advising FIFA on becoming more democratic, transparent and rigorous in its investigations.

"It's a very interesting time to be coming into FIFA, and therefore I have a lot of ideas," Prince Ali said. "I hope to continue to contribute, also in bringing the voice of Asia in a powerful way to this organization. We are, after all, the largest continent."

Prince Ali said that since he became FIFA vice president in January 2011, the campaign against the hijab ban "was one of my first proposals and challenges, and it was challenging, but I'm happy about the way things have gone."

The International Football Association Board took a step this month toward allowing female players to wear hijabs during games, five years after banning the headscarves because of safety reasons.

Prince Ali was optimistic an accelerated process to further test a design that holds the headscarves in place with safe Velcro fasteners will proceed smoothly ahead of the ratification of the decision in July.

His campaign against the hijab ban won the backing of the United Nations, which urged FIFA to give everyone the equal right to play soccer. Iran forfeited an Olympic women's qualifier against Jordan last June because players refused to play without hijabs.

Prince Ali said match-fixing was another problem that FIFA needs to handle better.

"Match-fixing is a huge issue that we have not only in our continent but all over the world," he said. "A lot of times you see those who are doing it are always ahead of the others, and I've always said even with FIFA that we need to put more resources into those who are tackling the issue."

Speaking about his hopes for his country in the final Asian qualifiers for the 2014 World Cup, Prince Ali expressed "full confidence in my boys," but acknowledged Jordan was in a "very tough group" with Australia, Japan, Iraq and Oman.

The Jordanian players "have a great fighting spirit, and I think we might just be the big surprise in this group," he said. "Any country that represents Asia represents us all, definitely, but obviously I hope that Jordan will be there."
