San Juan Capistrano is looking to sell one of its oldest properties, a small piece of land on Ortega Highway containing two structures on the National Register of Historic Places.
The 0.35-acre parcel at 27762 Ortega Highway, about three-fourths of a mile east of Rancho Viejo Road, is home to the Parra Adobe and the Harrison House. The property and the structures have been owned by the city since 1979. Both buildings are vacant.
According to longtime San Juan resident Ilse Byrnes, the two-room Parra Adobe dates to the 1820s. The 808-square-foot structure has been used by the Capistrano Indian Council for museum displays and storage.
The single-story, wood-frame Harrison House was built in the early 1900s by farmer John Harrison. It has 1,478 square feet and features a living room, a dining room, a kitchen, two bedrooms and two quarter baths. It served as headquarters and a museum for the Capistrano Indian Council for more than 30 years.
"Both sites played an important role in San Juan's farming industry," Byrnes said.
The city is seeking proposals for real estate marketing services in order to sell the property, with conditions.
"Any site or building improvements, with the exception of maintenance, are required to comply with the secretary of the interior's standards for rehabilitation and the guidelines for rehabilitating historic buildings," according to the city's request for proposals.
Among the federal guidelines, the property's historic character must be preserved, chemical or physical treatments must be limited, and the property must be used as it was historically or given a new use that retains distinctive materials and features.
The Harrison House got a structural rehab in a 2006 city project. The Parra Adobe, formerly a museum for the Capistrano Indian Council, has a brace holding up one of its walls. The city estimated in 2010 that rehabilitating the adobe with seismic retrofitting could cost $400,000.
"It will take a special buyer who has an interest in history to purchase it," Byrnes said.
The city hopes selling the property will:
? Provide private ownership that will put it to productive economic use consistent with its zoning district, single-family residential.
? Provide for private rehabilitation of the Parra Adobe.
? Provide for ongoing private maintenance of the land and structures.
The city plans to determine the minimum purchase price once it selects its real estate consultant.
Proposals are due by 5:30 p.m. Nov. 15 to Cathy Salcedo, executive-services manager, at City Hall, 32400 Paseo Adelanto, San Juan Capistrano, CA 92675. The City Council could approve a final bid Dec. 4, the city said.
